IPR/ISGMH Lecture: Jocelyn Samuels

Winter 2019 Distinguished Public Policy Lecture:

"LGBT Rights: Threats and Opportunities"

Jocelyn Samuels
Executive Director of the Williams Institute at the University of California, Los Angeles

Wednesday, February 20, 2019
3:30–5:00 p.m.
Guild Lounge, Scott Hall
601 University Place, Evanston Campus

Jocelyn Samuels is the executive director of the Williams Institute. For more than two years, Samuels was the Director of the Office for Civil Rights in the U.S. Department of Health & Human Services, where she oversaw civil rights enforcement with respect to hospitals, healthcare providers, insurers, and human services agencies. In that role, Samuels spearheaded development of regulations implementing Section 1557 of the Affordable Care Act—the first broad-based federal law to prohibit sex discrimination in federally-funded healthcare. The regulations that she developed represented a groundbreaking development for LGBT equality, protecting LGBT individuals by prohibiting discrimination based on sex stereotyping and gender identity. Samuels also served as the Acting Assistant Attorney General for Civil Rights at the U.S. Department of Justice where, among other things, she spearheaded work to extend anti-discrimination protections to sexual orientation and gender identity.

RSVP required by Monday, February 18.
